An Oklahoma schools superintendent is accused of spending more than $78,000 in taxpayer money on home furnishings, electronics and other personal items that were flagged during a recent audit.

Tishomingo schools superintendent Kevin Duncan resigned last summer as his wife, a former cheer coach, faced charges of sexually assaulting a 14-year-old boy. A short time later, the district’s new superintendent discovered a series of “suspicious purchases” allegedly made by her predecessor and contacted authorities, KXII reports.

“The suspicious purchases were made from March of 2016 to May of 2018,” OSBI spokesman Jordan Solorzano said. “Mr. Duncan’s last day as Tishomingo schools superintendent was June 30, 2018.”

The information, which initially identified at least $1,000 worth of electronics, convinced the Oklahoma State Bureau of Investigation to dig deeper and agents searched Duncan’s home in August, confiscating 10 items. In the months since, independent auditors hired by Tishomingo Public Schools have uncovered more than $78,000 in questionable purchases on everything from cell phones and Beats speakers to pool salts and barbed wire, according to KXII.

“There was an area rug found, the television, three lampshades and a red and black Liftmaster Solar Residential Linear Actuator,” Solorzano said. “It was explained the funds in this account came from the series 24 bond indenture and so the funds in this account are strictly allocated for school related construction and purchases only.”

The audit showed Duncan spent $10,687 at Lowes for pool salt, home cleaning supplies, yard and pest chemicals, a kitchen faucet, concrete, extension cords and toilet paper. He reportedly spent more than $15,000 at Staples for items including a computer monitor, alarm clock, speakers, a Samsung Galaxy phone, a Lenova computer, and several other electronics.

Other questionable items highlighted in the six-page audit include $3,981 in vehicle repairs, $4,765 for services on a mower, $4,076 for herbicides, and $3,106 for a “cattle chute and neon blowers.”

Evidence shows Duncan also submitted a $1,400 travel reimbursement for his wife Shelley, who was found guilty by a jury in October of lewd acts with a child. She faces up to 20 years in prison at her sentencing later this month, KTEN reports.

“It stinks pretty bad,” local resident Van Shelton said after reading through the audit. “I work hard for everything I’ve got and I don’t like to see people taking advantage of the system like that. Earn it, don’t take it.”

Johnnie Coffman told KXII he’s known Duncan for years, but contends the former superintendent should face justice if authorities prove he swindled taxpayers.

“If you’re a good guy, you can still go bad, and apparently that’s what he’s done,” Coffman said. “I hope it ain’t true, but apparently it is, otherwise OSBI wouldn’t be on his butt.”

The district audit points out the purchases did not require board approval and recommended better oversight in the future.

“They just need to take a closer look at where the funds are being spent, so that someone besides the person in charge knows where the money is going,” Shelton said.

Duncan took a new job supervising transportation and custodial staff in the Atoka school district after leaving Tishomingo schools, but was forced to resign in September after OSBI searched his home, KXII reports.
