HARRISBURG, Pa. – One week after Democratic Gov. Tom Wolf described a unanimous Pennsylvania House of Representatives no vote against his first proposed budget as a “GOP stunt,” a handful of Republican lawmakers were targeted in mailers, not once, but twice. The mailers were paid for by America Works USA.

On June 1, Republicans agreed with Democrats to cast a vote on Wolf’s budget plan. Rep. Seth Grove (R-York) submitted an amendment to a bill that was identical to Wolf’s proposed budget, which increased sales and income taxes, taxed new items previously exempt from sales tax, increased state education funding and imposed a new severance tax. The bill, and Wolf’s entire plan, was shot down by all House members, both Democrats and Republicans.

Following the vote, Wolf attended a union-friendly awards reception where he called the vote a GOP “stunt.” Wolf was quoted on twitter as having said, “We need to talk about how we make PA better not a stunt like @PAHouseGOP just pulled.”

A few days after the vote, mailers showed up in GOP districts. According to PA Independent, “Glossy mailers began landing in mailboxes over the weekend. They included an accusation that GOP representatives were ‘putting oil & gas companies over kids’ when they voted against legislation that includes a severance tax on the natural gas industry to help fund education.”

Pennsylvania does not have a severance tax, however, applies impact fees. Wolf has been pushing state legislators to pass a 5 percent severance tax on natural gas drilling when he began his first term.

PA Independent reported, “Districts targeted included those of state Reps. Daryl Metcalfe, Warren Kampf, Dan Truitt, Bernie O’Neill, Kate Harper and Bill Adolph, the chairman of the Appropriations Committee.”

Metcalfe said he wasn’t surprised by the first mailer, but the second mailer, he said, “really shocked” him.

“It seems like Gov. Wolf just wants to continue campaigning,” he said in a phone interview. “His budget is out of touch with reality.”

The mailers focused on education funding, the platform which Wolf used to get elected. The first mailer claims that Metcalfe’s no votes against both House Bill 504 and House Bill 1192 are the reasons why school districts would not receive additional funding in fiscal 2015-16. The second mailer suggests that Metcalfe’s no votes cut funding, and references the same bills. Both mailers are specific to school districts within his state House District.

House Republicans didn’t unanimously agree on House Bill 504, which increased sales and personal income taxes, and offered a Property Tax and Rent Rebate Program to reduce property taxes. House Bill 1192 was Wolf’s budget plan. Metcalfe said he thinks Wolf is claiming that House Bill 504 is a victory for his agenda. The bill, he said, doesn’t address real property tax relief.

“We haven’t talked about cuts,” Metcalfe said of the second mailer. “It’s very misleading information. It’s a scare campaign because I opposed Wolf’s tax and spend policies.”

According to PA Independent, America Works USA could have ties to the Democratic Governors Association in Washington, D.C. The mailers don’t mention Wolf by name, but they “insinuate support for his budget policies,” the news source reports.

“The DGA website, coincidentally, featured a photo of Wolf celebrating on its homepage Wednesday,” according to PA Independent. The article reported that Wolf said he didn’t know about the mailers, and that in 2013, the DGA used America Works USA to influence policy debates and political races. The Republican Governors Association used the same tactic, which allows donors to remain anonymous, the Center for Public Integrity reported.
