MIAMI – A Miami man was arrested and his car impounded after witnesses reported he was leering at students as they walked to school while fully nude and masturbating in his vehicle.

Damell Kadachie Elliott, 39, told police he “was part of a neighborhood watch and was looking for illegal activity” while cruising naked Tuesday morning in his 1998 Honda Accord, which featured large Transformers-style cartoon murals on the back and sides. Police received several calls that Elliott was nude and “masturbating while looking at children walking to school,” according to a police affidavit cited by the Miami Herald.

One of the 911 callers who reported Elliott’s behavior told police she had seen his vehicle in the neighborhood “almost every day before and after school,” the Herald reports.

Officers arrested Elliott for loitering and prowling, impounded his vehicle, and took him in to the department’s Special Victims Unit for questioning. That’s where police said he lies got even more outlandish.

“There, he told police that ‘he works with the police very closely in getting drugs and guns off the street,’ according to the affidavit. But when asked for names of officers he worked with he could not give any, according to the report,” cited by the Herald.

“’He stated he worked with several units of the police department which have been out of operation for several years,’ officers wrote.”

Police discovered Elliott was on house arrest for a previous aggravated battery charge. He also has previous charges for burglary of an occupied conveyance and aggravated battery on a person 65 years or older, the Herald reports.

Police wrote in their report that Elliott “could not dispel my concerns for him being in the middle of two schools partially nude with several calls of him masturbating,” according to NBC.

Elliott’s neighbor told NBC it’s not unusual to see him without a shirt on, and that he nor his three daughters have ever had an issue with him.

“He’s always without a shirt. That’s the way he wants to be,” neighbor Raul Valdes said. “He’s never been lewd or lascivious. I’ve raised three daughters here and a younger daughter he’s never done anything out of normal in front of me.”

A bond judge called Elliott’s alleged behavior “disturbing, to say the least” at a bond hearing Wednesday and ordered him held on a $10,000 bond. The judge also granted a request by prosecutors for a mental disorder sex offender evaluation, WDVN reports.

Several parents who spoke with WDVN were quite disturbed by the news of Elliott’s arrest.

“I’m speechless, but I’ve never saw him before, though,” Megan Patterson said.

“I think you should be arrested and not let out because that is crazy,” Torri Robbins said of Elliott’s alleged conduct.
