ENFIELD, Conn. – Students at the Public Safety Academy learned an interesting lesson about political correctness recently after the school’s black director was accused of racism and reprimanded for attempting to control unruly students and explaining the potential ramifications of their bad behavior.

Public Safety Academy Director Alvin Schwapp received a letter of reprimand from Capital Region Education Council Superintendent Dina Crowl Nov. 25 for “a serious error of judgment in … communication with students” during an Oct. 31 incident in the school’s lunch room, WTNH.com reports.

Schwapp attempted to get the attention of students regarding a lunch time signup for an after school program and was repeatedly interrupted and drown out by conversing students. When he was initially unsuccessful, he stepped it up a notch.

“I told them the reason why there is continued talking has to be one of the four Ds. I stated those talking were either deaf, dumb, delirious or disrespectful. I stated those of you talking, which one are you?” Schwapp wrote in an email to administrators in his defense.

“I further stated CREC invested over $66 million for brown kids to go to this fantastic facility. My town of Simsbury is not investing in you. Why not give CREC some return on its investment and come to PSA to learn instead of causing problems. I further stated we have enough examples of what wrong looks like on Albany and Vine where grown men are sagging pants, riding bikes and unemployed,” he continued.

Schwapp explained why he addressed a couple of students specifically, and what, exactly, could happen if students continue to disregard and disrespect authority.

“I told the students I left a lot of friends in policing who have jewelry they will find themselves wearing if they don’t straighten up their acts,” he wrote. “I told them the jewelry is called handcuffs and I encouraged them not to put themselves in that situation.”

Students, of course, had a slightly more salacious rendition of Schwapp’s lecture in their incident reports filed with school officials.

“Mr. Schwapp said, ‘sixty-six thousand dollars are invested into you brown kids.’ He also said, ‘I will get all of you brown kids expelled even if it means getin 20 teachers fired.’ Then Mr. Schwapp talk about us being one of the 4 D’s: Dumb, Deaf, Delyeras, and Disrespectful,” one student wrote.

“Mr. Schwapp called all of 8th and 9th grade dumb, deaf, delirious (sp?) and plain out disrespectful. (Some kids were whispering when he was talking so I can get the disrespectful part),” wrote another.

A third student statement read:

“Mr. S wanted us to be quiet so he got mad and said that we were one of the 4 d’s dump, disrespectful, deaf … I don’t remember the last one. That part wasn’t really bad until her said that ‘us brown kid are acting like we own the place and that we act like were from the projects. That part made me feel bad b/c he mad it sound like black kids don’t have a chance at going to a good school.”

In addition to a letter of reprimand, Crowl warned Schwapp that if he ever talked to students the same way again, he could get fired.

He was ordered to receive counseling from another school administrator on “best practices and strategies” and required to apologize to his misbehaving students.

“I have offered my apologies to all involved, and I am working with the support of CREC to become a better administrator,” he told WTNH.

CREC Executive Director Bruce Douglas defended his colleague, calling Schwapp “a genuine and decent man, with an outstanding track record of service to our nation and to our local community.”

Many of those who read the news report online clearly do not think it’s Schwapp that’s the problem with the district.

“I say he’s spot on,” Joe posted.

“I say the truth hurts,” Guest wrote.

“I say we stop traffic in front of the school until something is done,” jesusjimmy joked.

“What? Kids are out of control and being labeled brown is racially devastating? Please tell me this is some sort of early April fool’s joke,” zoobeast posted. “Schwapp’s behavior is being documented but the kids get a pass. I believe I see the problem.”

“He said what kids needed to hear,” La Madrina wrote. “I’m a black child at CREC PSA and don’t feel offended at all. I find it sad how out of everything he said, all anyone heard was ‘Brown Kids.’”
